A drying rack sits permanently wet in a warm room, which makes it one of the least hygienic objects in a kitchen and one nobody cleans.
Standing Water Is the Problem
A drip tray holds water between uses. Warm, still and containing food residue is precisely the condition mould and bacteria need.

Air Drying Beats Towel Drying
Counter-intuitive and reasonably well established. A tea towel used repeatedly transfers bacteria between items and hands.
Air drying on a clean rack is generally more hygienic, provided the rack itself is clean, which is the condition people skip.
Tea towels should be changed frequently and washed hot, and never used for both hands and dishes.
Rust and Coating Failure
Coated wire racks chip, and the exposed steel rusts. Rust marks crockery and worktops and holds residue.
Stainless steel avoids it. Where a coated rack has started to chip, it is at the end of its useful life rather than mid-life.
Do Not Stack Wet
Items packed tightly do not dry, which defeats the point and traps moisture between them.
